The Hamrin field produces oil primarily from the Tertiary (Miocene) reservoirs — the Jeribe and Euphrates formations — with the Dhiban formation as a secondary reservoir.

Position Summary
The Procurement Engineer Supports the procurement team activities of HKN’s Hamrin Field and provides procurement services in accordance with HKN and the North Oil Company of the Iraqi Ministry of Oil (NOC) requirements. Ensures HKN’s compliance with NOC procurement policies and procedures as detailed in the DPC, while ensuring that due diligence and FCPA requirements are incorporated and followed throughout all contracting activities. This is an office-based position in Erbil, Iraq, with travel to HKN bases and field operations as required.
Main Duties & Responsibilities
- Preparing tender packages in accordance with HKN procurement procedures, including:
- Prequalification and identification of suitable companies for issue of tender documents.
- Preparation / drafting tender documents followed by clarification, evaluation, negotiation, recommendation and drafting / executing purchase orders.
- Liaising with relevant departments regarding the development and evaluation of tenders plus contractual administration of the orders after award.
- Preparing purchase orders, revisions and any other documentation required for the procurement process for the supply of goods.
- Working closely with stakeholders to ensure the procurement processes are executed in accordance with HKN policies and procedures.
- Obtaining necessary approvals within HKN approvals framework for various purchase order phases e.g. award, amendments, value uplifts and terminations.
- General contract administration and auditing of purchase orders, including drafting contractual correspondence where required in consultation with the relevant stakeholder.
- Providing contractual assistance and advice to appropriate stakeholders regarding executed purchase orders.
- Change control management in consultation with stakeholders.
- Maintain database and filing systems to a high standard to ensure document retrievability for both internal and audit purposes.
- Ad-hoc duties as requested by line manager.
Minimum Qualifications
- Candidate must be an Iraqi National.
- Minimum five (5) years’ experience supporting oil company operations in a procurement role, either for an international oil company or oil service company, including operations in Iraq.
- Proven experience in all aspects of the tendering and procurement process including but not limited to development of Request for Proposals (RFPs) and Request for Quotations (RFQ’s) and ability to demonstrate experience and understanding on how to develop both technical and commercial evaluation scoring tables.
- Proven experience in procurement administration processes and procedures including, but not limited to drafting orders, change management and correspondence control.
- Commercially astute with proven negotiation and purchase order drafting skills.
- Fluent in English, both written and oral.
- Excellent communication skills and the ability to work independently or as a member of a team.
- Proficient in the development and management of filing and document control systems.
- Proficient in the use of main Microsoft applications such as Outlook, Word and Excel.
- Demonstrates a good understanding of and personal commitment to environmental, health and safety practices.
- Preferably educated to degree level, in an appropriate field.
- Preferably CIPS Level 4 certified or equivalent.
