Position: PTW Coordinator (Permit to Work Coordinator)

About the Role
We are seeking an experienced Permit to Work (PTW) Coordinator to support the successful execution of major oil and gas projects during the Hook-Up and Commissioning (HUC) phase. The successful candidate will act as the focal point for PTW coordination, ensuring all work activities are planned, reviewed, approved, and executed safely in compliance with company procedures, regulatory requirements, and project schedules.
This role plays a critical part in managing work permits, isolations, SIMOPS activities, risk assessments, and coordination between commissioning, construction, operations, EPC contractors, and subcontractors to ensure safe and efficient project delivery.
Key Responsibilities
Permit to Work Coordination
- Serve as the primary focal point for all PTW activities during Hook-Up and Commissioning phases.
- Coordinate permit planning, preparation, submission, approval, execution, and closure in accordance with project procedures.
- Verify PTW applications and supporting documentation prior to submission to the PTW Office.
- Ensure all permits comply with PTW procedures, HSE requirements, and operational standards.
- Maintain accurate permit status tracking and reporting through visual management dashboards and other monitoring tools.
Safety & Risk Management
- Ensure a strong interface between PTW preparation, HSE requirements, and work execution.
Review and verify:
- Risk Assessments
- Task Risk Assessments (TRA)
- HAZID studies
- Isolation plans
- Confined Space Entry (CSE) permits
- Gas Test certificates
- Promote a strong safety culture and ensure compliance with company safety standards and best practices.
- Drive an incident-free environment by enforcing PTW compliance and safe work execution.
SIMOPS & Work Planning
- Identify, evaluate, and manage potential SIMOPS (Simultaneous Operations) conflicts.
- Participate in daily PTW coordination meetings and SIMOPS reviews.
- Coordinate work sequencing and workflow planning to support commissioning and project milestones.
- Support brownfield tie-in activities and ensure safe execution of integrated project works.
Audit & Compliance
- Conduct PTW audits to ensure permits, isolations, and supporting certificates meet company and project requirements.
- Verify that work is executed within approved permit conditions.
- Monitor contractor and subcontractor compliance with PTW processes and documentation requirements.
- Identify non-compliances and recommend corrective actions.
Commissioning & Handover Support
- Support project completion, systemization, commissioning, and handover activities.
- Coordinate subsystem and system handovers to commissioning and operations teams.
- Assist in preparation for sail-away activities, offshore hook-up, and operational readiness.
- Support Permit Transfer processes between project and operational PTW systems.
Reporting & Stakeholder Management
- Prepare daily, weekly, and management reports related to PTW performance and activities.
- Liaise with project management, commissioning teams, contractors, subcontractors, and operations personnel on PTW matters.
- Capture permit-related lessons learned and support continuous improvement initiatives.
Requirements
Bachelor’s degree.
8 years relevant experience in a similar permit coordinator role with five (5) years’ experience with field equipment in a diversified oil and gas processing, petrochemical plant, construction yard or shipyard environment.
Broad and extensive knowledge of Oil and gas onshore/offshore projects (greenfield and brownfield) .
In depth knowledge of Permit to Work procedures, processes and permit execution, Isolation design, CSE and Gas test protocols, general completions and commissioning documentation in relation to permit to work implementation and control of work design, execution and operation.
Good knowledge and experience in commissioning PTW delivery coordination processes and associated project phases, familiar with completions walkdowns and PSSR procedures.
Proven experience as a PTW coordinator role for large EPC contracts, with good general commissioning/technical skills.
Knowledge of general site safety, hydrotesting, pipe cleaning, flange management, N2he leak testing, ICSS commissioning, loop checking, LV/MV/HV switchgears, power management systems, protection relays, GTC, EDG and GTG’s, would be advantageous.
Experience and understanding of project completions, project systemization, commissioning procedures and site method statements.
Strongly Client focused with strong problem-solving skills.
International project experience with Tier-1 EPC Contractors, involved in the project FEED and execute phases with greenfield and brownfield work.
Sound knowledge of the project execution processes in large-scale project environments.
Experience in Onshore construction, offshore construction, hook-up activities and commissioning onshore / Offshore.
Preferential to have had exposure and experience of working in Asia yards especially Chinese.
