The PMC Hook-Up and Brownfield Manager is responsible for planning, coordinating, and overseeing all hook-up, brownfield modification, tie-in, and commissioning support activities for a major offshore or onshore project under a Project Management Consultancy (PMC) framework. The role ensures that brownfield works are executed safely, efficiently, and in accordance with client specifications, approved engineering documents, regulatory requirements, operational constraints, and project objectives, while minimizing disruption to existing facilities.
RESPONSIBILITIES- Lead and manage all hook-up, brownfield modification, tie-in, and pre-commissioning activities in accordance with the approved project scope, schedule, budget, and execution strategy
- Act as the primary PMC focal point for hook-up and brownfield activities between the client, EPC contractor, operations team, engineering disciplines, commissioning team, and site management
- Ensure full compliance with HSE standards, policies, procedures, and client requirements, with particular emphasis on live-plant safety, SIMOPS, isolation management, and worksite control
- Supervise and monitor contractor performance, ensuring that all work is executed in accordance with approved drawings, specifications, method statements, risk assessments, and quality requirements
- Coordinate brownfield surveys, site verification, constructability reviews, temporary works, demolition, modifications, equipment installation, piping tie-ins, electrical and instrumentation works, and system reinstatement
- Develop and maintain detailed hook-up and brownfield execution plans, work packs, schedules, resource plans, and interface registers
- Review and approve method statements, job safety analyses, lifting plans, isolation plans, tie-in packages, work permits, and construction procedures
- Coordinate shutdown, turnaround, and tie-in activities, ensuring effective planning and execution within approved operational windows
- Manage interfaces between new facilities and existing assets, including operations, maintenance, engineering, construction, commissioning, and start-up teams
- Ensure effective implementation of permit-to-work systems, lockout/tagout procedures, gas testing, energy isolation, and SIMOPS controls
- Monitor progress, productivity, manpower, materials, equipment, and work-front availability, identifying constraints and implementing corrective actions
- Coordinate with engineering and procurement teams to resolve technical queries, material shortages, design changes, and field modifications
- Ensure proper management of punch lists, system completion, testing, reinstatement, handover dossiers, as-built documentation, and close-out activities
- Identify project risks and potential operational impacts, develop mitigation measures, and escalate critical issues to senior management and the client
- Provide regular progress reports, forecasts, performance updates, and recovery plans to project leadership and stakeholders
- Promote a strong safety, quality, and operational discipline culture across all contractors and project teams

Expected:
- Bachelor’s degree in Engineering, preferably Mechanical, Electrical, Instrumentation, Civil, or a related discipline
- Minimum 20 years of experience in oil and gas projects, with at least 8 years in hook-up, brownfield, construction, commissioning, or site management roles
- Proven experience managing brownfield modifications, shutdowns, tie-ins, and hook-up activities within a PMC, EPC, or operator environment
- Extensive experience working on live operating facilities, offshore platforms, terminals, refineries, petrochemical plants, or other complex industrial assets
- Strong knowledge of brownfield execution methodologies, constructability, work-pack development, system completion, and commissioning interfaces
- Demonstrated experience coordinating multidisciplinary contractors and managing interfaces between construction, operations, maintenance, engineering, and commissioning teams
- Strong understanding of permit-to-work systems, SIMOPS, isolation management, LOTO, confined-space entry, hot work, and other brownfield safety controls
- Knowledge of international codes, standards, client specifications, and HSE requirements applicable to oil and gas construction and modification projects
- Experience with shutdown and turnaround planning, tie-in execution, pre-commissioning, commissioning, and facility handover
- Strong leadership, communication, coordination, and stakeholder management skills
- Ability to work under high-pressure conditions, manage competing priorities, and make timely decisions in an operational environment
- Offshore certifications such as BOSIET, H2S, and valid offshore medical may be required for offshore assignments
- Experience in Middle East projects and familiarity with major operator standards is an advantage
