Senior Digital Project Engineer
Location: Doha, Qatar

Job Purpose & Key Accountabilities
- The Senior Digital Project Engineer in Conceptualisation shapes digital ideas into clear, viable, and delivery-ready initiatives. The role combines business analysis, stakeholder engagement, technical understanding, and digital consulting capabilities to help business teams define problems, assess opportunities, and prepare initiatives for successful delivery.
- The role leads and oversees early-stage discovery, requirements gathering, process and data analysis, value and cost framing, conceptualisation, definition of ready (DoR) assurance, and structured handover into use case delivery teams. This includes overseeing conceptualisation activities performed by third parties, ensuring that work progresses to plan, the appropriate activities are completed, stakeholders are engaged, and deliverables meet the company and Digital Business Solutions team quality and governance standards.
- The role also stewards the Digital idea backlog, ensuring opportunities are visible, prioritised, progressed, and governed through a consistent framework.
- The position requires sufficient Oil & Gas engineering, operational, and technical understanding to engage credibly with subject matter experts and assess engineering-focused opportunities, while remaining capable of supporting digital opportunities across other business domains.

- Leads and oversees several opportunities at different maturity levels, from initial screening through to delivery handover.

- Facilitation and Coordination
- Facilitates workshops and drives cross-functional discussions.
- Aligns stakeholders and coordinates conceptualisation activities across business and the Digital Business Solutions team.
- Stakeholder Management
- Engages a broad range of stakeholders across business entities, the Digital Business Solutions team, and third parties.
- Builds relationships, manages expectations, resolves ambiguities, and navigates organisational processes to progress opportunities through the Digital lifecycle.
- Process Navigation and Governance
- Maintains a strong understanding of the company and Digital Business Solutions team governance, demand management, procurement, cybersecurity, architecture, data governance, and delivery processes.
- Ensures opportunities are progressed efficiently and through the appropriate pathways.
- Financial Responsibility
- Develops and maintains initiative business cases.
- Includes cost estimation, income/spend forecasts, value assessments, and funding assumptions.
- Third-Party Oversight
- Oversees Conceptualisation activities delivered by service contractors.
- Ensures agreed activities, milestones, and deliverables are completed on time and to the required quality.
- Reviews contractor outputs, provides direction and challenge, and ensures work remains aligned with the company's business needs, Digital Business Solutions team processes, and delivery readiness requirements.

- Act as a structured entry point for digital ideas and opportunities, supporting evaluation, prioritisation, and progression through the conceptualisation lifecycle.
- Lead discovery activities with business stakeholders to understand problems, processes, pain points, data requirements, risks, constraints, and desired outcomes.
- Facilitate workshops, interviews, and analysis activities to define business requirements, user needs, scope, value drivers, and success criteria.
- Challenge assumptions, evaluate solution options, and assess process, data, technology, and organisational alternatives.
- Coordinate Conceptualisation activities and prepare key deliverables including framing documents, requirements, value cases, roadmaps, prioritised functionality, and scopes of work.
- Maintain visibility of the Conceptualisation portfolio and provide reporting on progress, priorities, dependencies, and resource demand.
- Coordinate Definition of Ready (DoR) activities and ensure initiatives meet agreed readiness and governance requirements prior to delivery.
- Engage and align stakeholders across business entities, the digital business solutions team, and external partners to ensure initiatives progress effectively.
- Navigate the company and Digital Business Solutions team processes, including demand management, architecture, cybersecurity, data governance, procurement, and delivery governance.
- Identify risks, issues, dependencies, and gaps, escalating where required.
- Facilitate structured handover to delivery teams and support transition activities as required.
- Prepare updates and reporting for management, governance forums, and steering committees.
- Define and communicate the expected scope, activities, deliverables, milestones, and quality standards for third-party-led conceptualisation work.
- Oversee progress against agreed plans and ensure the appropriate discovery, analysis, stakeholder engagement, and governance activities are completed.
- Review and challenge conceptualisation outputs to ensure they accurately reflect business needs, technical context, requirements, value, costs, risks, and dependencies.
- Provide direction and feedback, addressing delays, quality concerns, scope gaps, and unresolved decisions through corrective action or escalation.
- Ensure outputs produced by third parties meet the definition of 'ready' requirements and provide a complete, coherent, and usable handover to Delivery.
- Develop and maintain cost estimates, forecasts, value assessments, and funding assumptions throughout the conceptualisation lifecycle.
- Lead business case development, demand reviews, planning activities, and procurement processes.
- Coordinate with Finance, Cost Control, Contracts and Procurement, delivery teams, and vendors to validate estimates, assumptions, and commercial inputs.
- Maintain visibility of budget, commitment, forecast, and cost-related information for assigned initiatives, escalating risks and variances where appropriate.
- Support Contracts and Procurement to review and challenge vendor proposals, effort estimates, and resource assumptions to support informed decision-making and investment prioritisation.
Qualifications, Experience & Skills
- Minimum Qualifications
- Bachelor’s degree in Petroleum Engineering, Data Science, Computer Science, or Information Systems.
- Business Analysis, Project Management, Agile, or Change Management certification is preferred.
- Minimum Experience
- Minimum 6 years’ experience in digital product development, digital transformation, or engineering/technology-enabled improvement.
- Demonstrated success delivering digital products, ideally in the energy or industrial sector.
- Experience in digital transformation within Oil & Gas is highly desirable.
- Demonstrated experience working with engineering, operational, and technical stakeholders to understand complex requirements and shape digital or technology-enabled solutions.
- Experience within Oil & Gas, energy, industrial, or other asset-intensive environments is highly desirable.
- Experience overseeing work performed by third parties, service contractors, or multidisciplinary delivery partners, including reviewing progress, quality, and deliverables.
- Technical & Job-Specific Skills
- Ability to engage effectively with both business and technical stakeholders, translating operational needs into structured digital opportunities and requirements.
- Sufficient understanding of engineering, operational, and business processes, with the ability to rapidly develop domain knowledge and challenge assumptions constructively.
- Strong understanding of modern digital delivery practices, including Agile methodologies, SDLC, and product-based delivery.
- Familiarity with cloud and digital platforms (e.g., Azure) and enterprise technology landscapes.
- Experience with collaboration and delivery tools such as Jira, Confluence, and Azure DevOps.
- Understanding of data platforms and digital ecosystems (e.g., OSDU, Cognite Data Fusion, data lakes, and analytics platforms).
- Awareness of AI, Generative AI, automation, and data-driven solutions, with the ability to identify opportunities and assess applicability to business challenges.
- Strong analytical and problem-solving capability with attention to detail.

- Ability to manage multiple priorities in a fast-paced environment.
