The Chief Watch Officer (CWO) shall have overall responsibility for Network Operation Center (NOC) management and shall direct the operation of the NOC to include real time monitoring, level one troubleshooting, restoral and reporting as well as all internal management functions (e.g., shift scheduling, personnel management, and training management). The Chief Watch Officer shall develop and maintain continuity of operations (COOP) plans, determine future operational capability requirements, and oversee installation and implementation of hardware and software required to meet these requirements. The successful candidate should be a self-starter, someone who will proactively find and address issues, not waiting for tasks to be assigned, someone who will be a leader within the NOC. Responsibilities
- Provide direct support to the NOC for the management of all networks and systems under the responsibility of the NOC.
- Provide technical and operation support to functional users for managing, monitoring and maintaining situational awareness of networks and systems under the responsibility of the NOC.
- Assist in preparing and presenting networks and systems outage reports for the NOC to various agencies.
- Assist in monitoring and tracking all networks and systems under the responsibility of the NOC and assist in completing outage trend analysis reports.
- Assist in providing operational status reporting to the United States Army Regional Cyber Center Southwest Asia (USARCC-SWA) relating to network operations.
- Participate in inter-theater information dissemination and provide initial response (Level 1 triage) on outages, degradations, or other events affecting networks and systems under the responsibility of the NOC and assist in assigning trouble tickets to the appropriate responsible unit.
- Enforce information assurance in accordance with AR 25-2 and shall provide initial triage on suspicious activities and evaluate them in accordance with policies and procedures.
- Generate reports and update trouble tickets.
- Previous experience working in a Network Operations Center environment.
- Perform other duties and assignments as required.

- This position requires candidates to adhere to DoD 8570.01M. All candidates are required to maintain at least one (1) baseline certification and one (1) computing environment (CE) certification. Baseline certifications cannot also be used as a Computing Environment (CE) certification.

- Experience:
- This position requires a minimum of three (3) years of experience in a supervisory or managerial position in an information technology (IT) field.
- Experience with a customer service-oriented company.
- Supervisory/Budgetary Responsibilities:
- At least two years of supervisory or lead experience is preferred.
- Update proprietary applications regarding:
- Update section employee daily status, leave, sick, on site, etc.
- Verify and track accomplishment of section monthly or quarterly safety and compliance training.
- Purge section employee expired certifications.
- Verify section employee compliance training in Virtual Training Record.
- Verify section vehicle logs are being kept accurately and uploaded.
- Ensure section personnel are maintaining their 8570 / 8140 certifications.
- Review weekly training compliance reports for accomplishment prior to suspense.
- Review and approve leave forms ensuring before approval all compliance training is current.
- Coordinate transportation and integration of new and returning employees.
- Document and promptly counsel poor performance and policy violations.
- Enforce all V2X, GO 1, and dress code policies.
- Provide annual employee appraisal feedback in a professional and constructive manner.

- Ensure the safety of personnel and monthly safety inspections are properly conducted.
- Communicate effectively up and down the chain of command.

Work Environment:
- The work environment will be 95% indoors and 5% outdoors.
- The outdoor work environment may exceed temperatures 100° F. Candidate must be able to physically withstand extreme heat.
Physical Requirements:
- Must be capable of lifting, pushing, and pulling items weighing up to 50 lbs.
- Must be capable of wearing Personal Protective Equipment (helmet and plated vest) which can weigh 25 to 40lbs, for extended periods of time.
