THE ROLE

The Infrastructure Lead Manager is responsible for establishing, leading and developing Artelia Airports’ in-house Infrastructure Team and for the integrated delivery of airside and landside infrastructure design. The role provides technical, managerial and commercial leadership across pavements, roads, grading, drainage, utilities, AGL, electrical power, aircraft stand equipment and digital modelling, ensuring safe, coordinated, compliant and commercially controlled delivery. The position supports the strategic objective of strengthening internal capability, reducing unnecessary reliance on sub-consultants and positioning Artelia Airports as a recognised reference in airport infrastructure design.

Key Responsibilities

Leadership & Integrated Design Delivery

• Drive multidisciplinary delivery for runways, taxiways, aprons, roads, stormwater, utilities, AGL, power, and special airport systems.
• Define project design strategies, scope breakdowns, interfaces, deliverables, and review gates from concept through construction handover.
• Ensure seamless integration with airport planning, terminal buildings, MEP, ICT, structures, and phasing requirements.
• Act as the ultimate technical escalation point, resolving cross-discipline issues and locking in key decisions.

Programme, Resource & Commercial Management

• Manage execution plans, deliverable schedules, resource allocation, and man-hour budgets.
• Protect scope and fee integrity by proactively tracking changes, identifying additional services, and managing sub-consultants.
• Support major bids and variations with robust fee proposals, staffing plans, and technical submissions.

Technical Governance, Quality & Stakeholders

• Establish design standards and QA/QC workflows complying with ICAO, FAA, GCAA, and local authority regulations.
• Lead technical engagement with clients, airport operators, and executive stakeholders at design reviews and workshops.
• Champion safety-in-design, sustainability, operational resilience, and lifecycle value.

Digital Engineering & AI Innovation

• Govern BIM, Common Data Environments (CDE), and automated data workflows.
• Sponsor cutting-edge AI and parametric use cases (such as automated checking and digital twins) while ensuring strict data security and technical verification.

What We're Looking For

• Bachelor’s or master’s degree in civil engineering or a closely related discipline from a recognised institution.
• Minimum fifteen years of relevant civil or infrastructure engineering experience, including at least ten years on airport projects and at least five years in a leadership or team-management role.
  
• Demonstrable references from at least two major airport projects, preferably including GCC experience.
• Thorough knowledge of applicable ICAO, FAA and relevant regional aerodrome, infrastructure and authority requirements.
• Strong design-management, project-control and commercial-management capability, including scope, fee, programme, resources, change, risk and sub-consultant control.
• Good understanding of FIDIC-based consultancy and construction contracts.
• Proficiency in AutoCAD, Civil 3D and Microsoft Office, with working knowledge of Primavera P6 or MS Project, BIM coordination, ACC / BIM 360 and relevant airport tools.
• Strong client-facing, negotiation, presentation, report-writing and decision-making skills in English; Arabic or French is advantageous.
• Professional registration such as Chartered Engineer or PE and project-management certification such as PMP are advantageous.
• Proven ability to lead distributed multidisciplinary teams and manage several projects or bids concurrently.
