2. Project Background
Al-Mesalla Organization for
Human Resources Development is implementing "Strengthening Social
Cohesion, Community Recovery and Integrated Local Support Structures in
Ninewa" with GIZ Civil Peace Service (CPS) support in Mosul, Bashiqa,
Hamdaniya, Telkaif and Sinjar District (Ninewa Governorate). The project
supports the identification, strengthening, reactivation or, only where no
suitable mechanism exists, formation of locally grounded community peace
structures; delivers assessment-driven capacity development to structure
members; facilitates gender-sensitive community dialogue; and supports each
structure to update its conflict analysis and develop its own Community Peace
Action Plan.
3. Position Purpose
The MEAL Assistant supports
monitoring, evaluation, accountability and learning for the project, ensuring
participant data, indicator tracking and feedback mechanisms are maintained to
a consistent standard of quality across all five target locations.
4. Key Duties and Responsibilities

Develop and maintain
monitoring tools for tracking project indicators across all activities and
locations.
·
Maintain accurate,
disaggregated participant records for assessments, capacity-development
sessions and community dialogues.
·
Support pre- and
post-activity measurements where applicable (e.g., capacity-development
sessions) to evidence changes attributable to the project.
·
Support the Complaints and
Feedback Response Mechanism (CFRM), ensuring community feedback is logged,
categorised and routed appropriately.
·
Conduct data-quality checks
on field-collected data before consolidation into reporting.
·
Compile monitoring data and
evidence to support narrative reporting.
5. Specific Project Responsibilities
·
Maintain indicator-tracking
tables covering the five location-level assessments, structure-engagement
outcomes, capacity-development sessions and the ten community dialogues.
·
Support data collection for
pre/post measurement of capacity-development outcomes among structure members.
·
Ensure participant data is
disaggregated by sex, location and other categories required by the project's
MEAL framework.
·
Support documentation of
the Community Peace Action Planning process outputs for monitoring purposes,
without engaging in programmatic decision-making on structure priorities.
·
Flag data-quality or
indicator-tracking issues to the Project Manager in a timely manner.
6. Coordination Responsibilities
·
Coordinate with the Social
Cohesion Officer and Project Assistants on data collection during field
activities.
·
Coordinate with the Project
Manager on indicator-tracking status and reporting deadlines.
·
Coordinate with the
Programs Coordinator on evidence needed for donor reporting.
7. Documentation and Reporting Responsibilities
·
Maintain the project's
indicator-tracking system and CFRM log.
·
Prepare periodic monitoring
summaries and data-quality notes to support project reporting.
8. Safeguarding, PSEA, Code of Conduct and Do No Harm
Responsibilities
The position holder is required
to comply fully with Al-Mesalla's Code of Conduct, Protection from Sexual
Exploitation and Abuse (PSEA) policy, and Do No Harm principles at all times.
This includes completing all mandatory safeguarding training, reporting any
concerns through Al-Mesalla's Complaints and Feedback Response Mechanism
(CFRM), maintaining confidentiality of participant information, and observing
the boundaries of competence that apply to this role — in particular, not
diagnosing, assessing, or managing any protection or mental-health-related
case, and referring any such matter to the appropriate qualified channel rather
than acting on it directly.
9. Required Qualifications
·
University degree in social
sciences, statistics, development studies or a related field.
10. Required Professional Experience
·
Minimum 2-3 years of
experience in MEAL, data collection or programme monitoring with an NGO or
similar organisation.
·
Experience with participant
data management and basic data-quality checking.
11. Skills and Competencies
·
Strong attention to detail
and data-quality orientation.
·
Proficiency with
spreadsheet-based data management; familiarity with mobile data-collection
tools is an advantage.
·
Good organisational and
written documentation skills.
·
Understanding
confidentiality requirements when handling participant and feedback data.
·
Fluency in Arabic required.
Working knowledge of English is an advantage; Kurdish is an asset for roles
with Ninewa Plains or Sinjar coverage.
